Certificate of State Registration

Certificate of State Registration is an official document which certifies that a product meets established requirements, hygiene norms, sanitary regulations and is safe for human health.

Certificate of State Registration of Products and Goods is a document which certifies that a product or goods have passed the state registration, i.e. they correspond to hygiene norms and sanitary regulations established in the Russian Federation and are entered into the State Register.

The execution of a Certificate of State Registration is effectuated by a common form, and the issued Certificate is valid throughout the Customs Union (Russia, Belarus, Kazakhstan). Certificate of State Registration is issued without limit of time.

The registering function and the issuing of the Certificates of State Registration in the Russian Federation is carried out by state authorities for monitoring and supervision of consumer rights. These are federal-level departments and, in certain cases, their territorial divisions.

Declaration of Conformity

Declaration of Conformity is a document whereby a manufacturer certifies that the supplied product corresponds to the requirements of technical regulations or relevant regulatory documents.

Declaration of Conformity is an official document certifying product quality, which means that the process of declaration is a way to affirm quality. Declaration of Conformity is a mandatory document for a number of product groups. As a quality certifying document, Declaration of Conformity is no less obligatory than the mandatory product certification.

Declaration of Conformity can be issued only to a domestic manufacturer or supplier operating as a legal entity, or to a self-employed entrepreneur registered in the Russian Federation.

 

Certificate of Conformity

Certificate of Conformity is a document which proves conformity of a product to mandatory requirements of regulations and standards of the Russian Federation. Mandatory Certificate is required for the purpose of selling and using a product in Russia. Availability of certificates for imported goods is also checked by the Federal Customs Service.

Certificate of Conformity or Quality Certificate proves that a product conforms to required quality norms; Certificate of Conformity can be obtained through established certification schemes, for stock-produced articles and job lots. Certificate of Conformity is issued by an accredited certification centre and is valid throughout the Russian Federation regardless of recipient’s location. This document can be issued on the basis of a supply contract.

Product certification is subdivided into two principal certification systems involving different certification schemes, namely, so-called voluntary and mandatory product certifications. A Quality Certificate can be issued for a period of 1 to 3 years.

Voluntary Certificate of Conformity

The GOST R system makes provision for a type of certificate applicable for products and services that are not subject to mandatory certification under Russian law. Such a certification is called voluntary. A voluntary certificate is issued at the request of a product manufacturer or supplier.

Certificate of Conformity, or Quality Certificate, proves that a product conforms to required quality norms; Certificate of Conformity can be obtained through established certification schemes, for stock-produced articles and job lots. Even when there are no mandatory requirements for quality certification, many companies undertake voluntary certification. Although voluntary certification is effectuated at applicant’s request, the availability of the voluntary certificate is a weighty argument in favour of quality – it is for this very reason that companies undertake voluntary certification of their products. In practical terms, consumers demand a documented proof of quality. It is totally irrelevant whether such a document is voluntary or mandatory, since any quality certificate is a proof of product safety, which is the most important issue for the consumer.

Certificate of Conformity to Technical Regulations

Technical regulations establish mandatory requirements for those objects that are subject to technical regulation.

Besides product description, Technical regulations include rules, forms and schemes proving conformity of a product.

 

 

 

 

Certificate of Rostekhnadzor

Certificate of Rostekhnadzor (The Federal Service for Environmental, Technological and Nuclear Supervision) is a license to manufacture, store, utilize, and operate hazardous sites and technical devices, such as explosives, oil and gas.

 

 

 

 

 

Fire Safety Certificate

Fire Safety Certificate is a document certifying compliance of a product with the requirements of the Fire Safety Products Certification System.

A Fire Safety Certificate is issued upon fire safety evaluation, on the grounds of which the safety of a sample is determined and a decision of grant is made. This document certifies compliance of a product or manufacturing conditions with requirements of technical regulations. For certain product groups, this certificate is issued at first instance.

It is worth mentioning that customs authorities require fire safety certificates for the majority of products used in construction. This means that a Certificate of Conformity or a Declaration of Conformity can be issued only on the grounds of a fire safety certificate. There is a list of products, services and equipment that require mandatory fire safety certificates or declarations.

Letter of Exemption VNIIS

Letter of Exemption VNIIS (All-Russia scientific research institute for certification) is an official document, stating that a certain product is exempt from the mandatory certification within the GOST R system.
